به گزارش خانه ملت؛ متن نامه فراکسیون زنان و خانواده مجلس شورای اسلامی خطاب به آنتونیو گوترش دبیرکل سازمان ملل متحد به شرح زیر است:

موضوع: درخواست فوری برای انجام تحقیق مستقل و تضمین پاسخگویی در خصوص نقض‌های جدی حقوق بین‌الملل

با احترام، بدین‌وسیله نگرانی عمیق و محکومیت قاطع خود را نسبت به گزارش‌های معتبر و به‌شدت نگران‌کننده در مورد تلفات گسترده غیرنظامیان، به‌ویژه زنان و کودکان، و نیز حملات مکرر به اهداف غیرنظامی از جمله مدارس (از جمله مدرسه میناب)که تمامی شواهد دال بر تهاجم عمدی به ۱۶۸ دانش اموزان و معلمان بی گناه این مدرسه بوده ، بیمارستان‌ها و سایر اماکن تحت حمایت، اعلام می‌داریم.

چنین اقداماتی، در صورت اثبات، می‌تواند مصداق نقض‌های جدی حقوق بین‌الملل، از جمله حقوق بین‌الملل بشردوستانه و حقوق بین‌الملل حقوق بشر باشد به‌ویژه به نظر می‌رسد اصول بنیادین تفکیک، تناسب و احتیاط که از ارکان حقوق مخاصمات مسلحانه محسوب می‌شوند، به‌طور جدی نقض شده‌اند. هدف قرار دادن عمدی یا غیرتمایز غیرنظامیان و زیرساخت‌های غیرنظامی می‌تواند در زمره جنایات جنگی قرار گیرد و مسئولیت کیفری فردی مرتکبان، از جمله آمران، را در چارچوب نظام‌های حقوقی بین‌المللی به دنبال داشته باشد.

بر اساس آخرین داده‌های رسمی موجود به تاریخ نهم فروردین ۱۴۰۵مطابق با ۳۰ مارس ۲۰۲۶ و سی امین روز جنگ تحمیلی علیه جمهوری اسلامی ایران ، پیامدهای انسانی این وقایع بسیار شدید و نگران‌کننده است:
    •    ۴۲۵۵ زن مجروح
    •    ۱۷۶۷ کودک زیر ۸ سال مجروح
    •    ۱۷ کودک زیر ۵ سال مجروح
    •    ۶۳ کودک زیر ۲ سال مجروح
    •    انجام ۹۸۶ مورد عمل جراحی
    •    ۲۴۷۴۲ مجروح درمان و ترخیص‌شده
    •    ۱۱۴ نفر از کادر درمان و اورژانس مجروح
    •    ۲۴ نفر از مدافعان سلامت شهید
    •    ۲۴۶ زن شهید
    •    ۲۱۶ کودک زیر ۱۸ سال شهید
    •    ۱۷ کودک زیر ۵ سال شهید
    •    بیشترین آمار شهدا مربوط به استان‌های تهران و هرمزگان

این آمار به‌روشنی بیانگر آثار نامتناسب و ویرانگر این وقایع بر افراد تحت حمایت، به‌ویژه زنان و کودکان و همچنین کادر درمانی و مراکز درمانی است که مطابق حقوق بین‌الملل از حمایت ویژه برخوردارند.

با عنایت به موارد فوق، از سازمان ملل متحد و نهادهای ذی‌ربط قویاً درخواست می‌شود:

۱. نسبت به ایجاد یا مأموریت‌دهی برای انجام تحقیقات مستقل، بی‌طرفانه و فوری در خصوص این نقض‌های ادعایی، از جمله از طریق سازوکارهای حقیقت‌یاب، اقدام نمایند؛
۲. با فعال‌سازی سازوکارهای حقوقی بین‌المللی، نسبت به شناسایی و تعقیب مسئولان این اقدامات، از جمله افراد دارای مسئولیت فرماندهی، اقدام و پاسخگویی را تضمین نمایند؛
۳. تدابیر فوری و مؤثر برای تضمین حفاظت از غیرنظامیان و اهداف غیرنظامی، از جمله مراکز درمانی و آموزشی، اتخاذ نمایند؛
۴. از تمامی ظرفیت‌های دیپلماتیک، حقوقی و نهادی خود برای جلوگیری از تکرار این نقض‌ها و صیانت از نظام حقوقی بین‌المللی بهره گیرند.

عدم اتخاذ اقدامات به‌موقع و قاطع، خطر تضعیف بیش‌ازپیش هنجارهای بنیادین حقوق بین‌الملل را به همراه داشته و اعتبار نهادهای بین‌المللی مسئول در صیانت از حقوق بشر و کرامت انسانی را به‌شدت مخدوش خواهد ساخت.

جامعه جهانی در مقطعی تعیین‌کننده قرار دارد. اتخاذ اقداماتی قاطع، مبتنی بر اصول و در چارچوب حاکمیت قانون، برای جلوگیری از تداوم تلفات انسانی و تضمین اجرای عدالت، امری ضروری است.

خواهشمند است مراتب توجه و اقدام عاجل را مبذول فرمایید.

**Subject:** Urgent Request for an Independent Investigation and Ensuring Accountability Regarding Serious Violations of International Law  

Your Excellency,

We hereby express our deep concern and strong condemnation regarding credible and highly alarming reports of widespread civilian casualties, particularly among women and children, as well as repeated attacks on civilian targets, including schools (notably Minab School, where evidence indicates the deliberate targeting of ۱۶۸ innocent students and teachers), hospitals, and other protected sites.

Such actions, if proven, may constitute serious violations of international law, including international humanitarian law and international human rights law. In particular, it appears that the fundamental principles of distinction, proportionality, and precaution—cornerstones of the law of armed conflict—have been gravely violated. The intentional or indiscriminate targeting of civilians and civilian infrastructure may amount to war crimes and entail individual criminal responsibility for perpetrators, including those in positions of command, under international legal frameworks

According to the latest official data available as of ۳۰ March ۲۰۲۶ (۹ Farvardin ۱۴۰۵), marking the thirtieth day of the imposed war against the Islamic Republic of Iran, the humanitarian consequences of these events are severe and deeply concerning:

- ۴,۲۵۵ injured women  
- ۱,۷۶۷ injured children under ۸ years old  
- ۱۷ injured children under ۵ years old  
- ۶۳ injured children under ۲ years old  
- ۹۸۶ surgical operations performed  
- ۲۴,۷۴۲ injured individuals treated and discharged  
- ۱۱۴ members of medical and emergency personnel injured  
- ۲۴ healthcare defenders killed  
- ۲۴۶ women killed  
- ۲۱۶ children under ۱۸ killed  
- ۱۷ children under ۵ killed  
- The highest number of casualties reported in Tehran and Hormozgan provinces  

These figures clearly demonstrate the disproportionate and devastating impact of these events on protected persons, particularly women and children, as well as healthcare personnel and facilities, which are afforded special protection under international law

In light of the above, we strongly urge the United Nations and relevant bodies to:

۱. Establish or mandate independent, impartial, and prompt investigations into these alleged violations, including through fact-finding mechanisms;  
۲. Activate international legal mechanisms to identify and prosecute those responsible, including individuals in positions of command, and ensure accountability;  
۳. اتخاذ immediate and effective measures to ensure the protection of civilians and civilian objects, including healthcare and educational facilities;  
۴. Utilize all available diplomatic, legal, and institutional capacities to prevent the recurrence of such violations and to safeguard the integrity of the international legal order 

Failure to take timely and decisive action risks further undermining the fundamental norms of international law and seriously damaging the credibility of international institutions tasked with protecting human rights and human dignity

The international community stands at a critical juncture. Taking firm, principled action within the framework of the rule of law is essential to prevent further loss of life and to ensure justice
